Als die Stadt im Kaiserpalast im 12. Jahrhundert aus allen Nähten platzte, entschloss man sich, sie nach Westen zu erweitern. So entstand Novi Grad, die Neustadt, geschützt von einer venezianischen Hafenfestung.
