4.11 ImplementingaModularMELSystemforCCAFS Building on the above, a CCAFSMonitoring, Learning and Evaluation Strategy was approved by the program’s management committee and its advisory board (Schuetz et al. 2014g).Theoverall goal of theCCAFSMELstrategy is todevelop an “evaluative culture” within CCAFS that encourages self-reflection and self- examination, seeks evidence, takes time to learn, encourages experimentation and change so thatMEL becomes an integratedmechanism. The strategy includes a conceptual framework, guided by overall program principles for partnership, engagement and communications and amodular system (see Fig. 4.5). The added value of the framework has been adapted fromUNDP’s (2007) expected compe- tencies for theirmanagers through anRBMapproach: • Understandingofwhy theprogramandprojectsarebelieved tocontribute to the outcomes sought – theTOC. • Setting meaningful performance expectations/targets for key results (outputs andoutcomes). • Measuring and analyzing results and assessing the contribution beingmade by theprogram to the observedoutcomes/impact. • Deliberately learning from this evidence and analysis to adjust delivery and, periodically,modify or confirmprogramdesign, i.e. have an adaptivemanage- ment in place. • Reportingontheperformanceachievedagainstexpectations–outcomesaccom- plished and the contribution beingmadeby the program.
