author’s work experience with the JCM partner countries such as Indonesia,
Mongolia, Lao PDR, and Cambodia. Findings from Indonesia were taken from
interviews conductedwith Indonesia JCMSecretariatmember, expert, andproject
developers from Indonesian side.
Thischapterwasdevelopedundervoluntary initiative. It is important tonote the
limitationstothisassessment;first,examplesprovidedinthischapteraretakenonly
frompartnercountries inAsiaand thePacific, considering thecurrentprogressand
experiences concentrated in this region; second, the limited number of interview;
third, limited experience on some parts of the JCMMRV project cycle such as
verification and credit issuance.
7.4 Enhancing theJCMMeasurement,Reporting
andVerification (MRV)Framework
Reductions/removals from the JCMprojects are likely to be reported as national
achievements to the international community. It is thus important toensure that the
JCM reports accountable emissions reductions from projects that contributes to
sustainabledevelopment inpartnercountry.Fouraspectsneedtobestrengthenedto
deliver this goal: governance,MRVmethodology development, project develop-
ment andcapacitybuilding,anda framework toevaluate sustainabledevelopment
contribution.
7.4.1 Governance
The JCMJointCommittee typically consists of six to seven Japaneseofficials (the
Embassyof Japan,Ministryof theEnvironment,MinistryofEconomy,Trade, and
Industry,MinistryofForeignAffairs,andsometimesForestryAgency)andeight to
ten partner country officials related to the environment, foreign affairs, industry,
trade,energy,agriculture,andeconomyandfinance.ConsideringthenatureofJCM
support schemewhich favours energy-related projects, it is important to involve
ministries andagencieswithamandate inenergy, industry, and infrastructure. It is
also recommended to engage organizations with an established, strong relations
with private companies such as investment bureaus, trade councils, and business
councils.
As the main supporting entity for the Joint Committee, capacity of the JCM
secretariat of thepartner countries is akeyaspect inenhancing the implementation
