It is thus important toensure that the JCM reports accountable emissions reductions from projects that contributes to sustainabledevelopment inpartnercountry.Fouraspectsneedtobestrengthenedto deliver this goal: governance,MRVmethodology development, project develop- ment andcapacitybuilding,anda framework toevaluate sustainabledevelopment contribution. 7.4.1 Governance The JCMJointCommittee typically consists of six to seven Japaneseofficials (the Embassyof Japan,Ministryof theEnvironment,MinistryofEconomy,Trade, and Industry,MinistryofForeignAffairs,andsometimesForestryAgency)andeight to ten partner country officials related to the environment, foreign affairs, industry, trade,energy,agriculture,andeconomyandfinance.ConsideringthenatureofJCM support schemewhich favours energy-related projects, it is important to involve ministries andagencieswithamandate inenergy, industry, and infrastructure. It is also recommended to engage organizations with an established, strong relations with private companies such as investment bureaus, trade councils, and business councils.
