Of these, 73 said they were within Forest Reserves all fouryears;24said theywere inForestReserves foronly threeoutof the fouryears and20said that theywerewithinForestReserves foratmost twooutof fouryears. One difficultywith this dataset is that we don’t know the location of villages. Howeverwedoknowthatall thevillagesweremeant tobewithinforest reservesat least at somepoint so that theywere included in this panel dataset. This provides one explanation for ‘flipping’ land titleswhich reflects changes in titles.As forest reserveboundarieschange, it is likely thatasaconsequence land titlesalsochange.
