Among the four selectedcountries theextentofcoveragewasbasedonsubstantive
and operational considerations. Completed projects that addressed concerns that
were still relevant forGEFand likely to receive funding in futurewere considered
(Table 9.2). In India andMexico all completed full size projectswere included. In
Russia two of the three completed projects were included.8 However, in China
where theGEF climate changemitigation portfoliowas the largest, only some of
thecompletedfullsizeprojectswereselectedsoastokeepthecostof theevaluation
manageable. In selecting projects inChina, itwas ensured that themajor targeted

aThe GEF Small Grants Programme (GEF SGP) is a corporate programme of the GEF. The
Programme provides financial and technical support to communities and civil society organiza-
tions (CSOs) to address environmental concerns including climate change mitigation through
community-based initiatives and actions
bEnablingActivities are short duration projects that generally receive up toUS $ 1.0million in
GEFgrant. These aremeans of fulfilling essential communication requirements toConventions,
provide a basic level of information to enable policy and strategic decisions to be made, or
assistingplanning that identifies priority activitieswithin a country
cMediumSizeProjects (MSPs) are projectswithup toUS$2million inGEF funding.Expedited
procedures are followed for approval ofMSPs so that they can be designed and executedmore
quickly and efficiently
dFullSizeProjects (FSPs) areprojects that involveGEFfundingofmore thanUS$2million.An
overwhelmingmajority ofGEF funding is provided throughFSPs

toCoalMineMethaneRecovery andUtilization” (GEF ID1162,UNDP,Russia). TheGEF IEO
assessed the project to have been completed after “satisfactory” achievement of its expected
outcomes. The project was excluded because it pertain to coal bedmethane recovery, a line of
investment that had been discontinued. Nonetheless, a coal bed methane recovery project was
covered inIndia,whereall thecompletedprojectswerealreadybeingcoveredaspartofaCountry
Portfolio Evaluation being undertaken concurrently by the GEF IEO. Although the evaluation
team could have excluded theCoal BedMethane project (GEF ID 325, India) aswell from the
evaluation, it chose to include is because it found that the overall findings of the evaluationwere
not sensitive to inclusionor exclusionof this project.
