Soundand site specific technical designsandappropriateoperationandmainte- nance protocols that follow safety and quality codes and standards enable the triple objective. 4. Socializationneeds tobeconsideredatwo-waylearningprocessandcommunity involvement andparticipationought to happen from thebeginning (GEF2006) 5. Monitoring and evaluation are essential. 11.9.1 Implications forPolicy, Practice and/orResearch BelowIlistaseriesofpolicyrecommendations thatcanhelpputDREprojectsona path in which they can simultaneously achieve the triple objective, taking into consideration the cross-cutting elements necessary to success. 1. Disaster reconstruction programs are implemented in a considerably shorter periodof time thandevelopment and rural electrificationprograms.This causes basicsocialization,communityparticipation,andtrainingtobecutshortbecause of timing and/or budget constraints. Recognizing that there are projects and infrastructure thatneed tobe implemented in theshort term,andthat thepriority is tobenefit the largestnumberofpeople, themainpolicy recommendation is to ensure that reconstruction programs be designed to respond to future extreme climateeventsandotherhazards to increase thecommunity’sadaptivecapacity. 2. Policymakers andgovernments tend to relate the energy sector in general, and renewableenergyprojects inparticular, toonlyclimatechangemitigationgoals. 208 D.Ley
