13.6.3 Context forEffectiveness
Thereare three theoriesof change identified for thecriterionofeffectiveness.First
onerefers to thepositive IOofahighlevelofadaptivecapacitybuilt andutilisation
of adaptivemeasures.Contrary to the deterministic approachwhich automatically
assumes the power of a mechanism (of generating an outcome) fully exercised
regardless of context, realist approach pays close attention to the very structure
whereinamechanismissituated.Forexample,onecontextualcondition is the level
of awareness of a local government partner.Local government partners canplay a
critical role in translating introducedadaptivemeasuresandbuilt adaptivecapacity
intoactualbenefitsof thevulnerablepeopleon theground, suchas rural farmers. If
theintroducedadaptivemeasuresorbuiltcapacity isnotclear tosuchpartners, their
utilization levelcanbequite limited.This refers toacaseofTurkeywhereseasonal
weather forecasts information provided over internet was introduced and related
know-how taught. But since the end-users, e.g. rural farmers, were not reached,
even though implementation theorymayhaveheld, the correspondingprogramme
theorywasnotrealized.Anothercontextualconditioniswherethetypesofadaptive
capacity and adaptivemeasures are clear andwell understood by those involved
parties. InNamibia, themeteorological climate decision support toolswere intro-
duced to a government agency, but since the types of adaptivemeasureswere not
clear, introducedadaptivemeasuresorbuilt capacitydidnotgenerateapositiveIO.
