order for thecorrespondingprogrammetheory tofunctionandexercise itspower, it
seems to require a certain contextual condition where government counterparts
understand the need of mainstreaming and a relatively high motivation level is
found amongst government officials. One case (Zimbabwe) is reported to have
designed and implemented a set ofmainstreamingactivities at central government
level, but due to a lack ofmotivation of government counterparts, this theory of
changedid not see its generative power exercised.
The fourth IOpattern identified is about ahigh likelihoodofgeneratingbroader
adoptionandreplication in the longterm.Thereareseveralcases identified through
themeta-analysiswhere the corresponding theoryof changedidnot generate such
positiveIO.Thecontextualconditionsthatcanbeextractedfromthesecases(Egypt
andMozambique) are that relevant stakeholders, suchasgovernmentcounterparts,
haveastrongsenseofownership, adequate resourcesandcapabilities.Through the
analysedcases, rootingofprogrammeactivitiesand intendeddirectionswithinhost
government and agency seemswell achieved under such contextual conditions.A
set of identified CMO configurations for sustainability criterion is shown in
Table 13.6.
