17.5.2 NortheastRegionalDroughtPreparednessPilot Track:Key-Findings • Increasing knowledge, data sharing and cooperation are evidenced by the experimental monthly DMmaps that have been voluntarily and cooperatively producedbymulti-sectorprofessionals representing theninenortheast semi-arid states andmanyother stakeholders across the federal, regional, and local levels, sinceAugust, 2014. (2) • Stakeholders involvedinthedevelopmentofeachofthefiveDPPshaveengaged in and promoted capacity development activities, such as the Drought NLTA regional workshops in January, May, and November, 2014. These workshops tookplace inFortaleza (CE),Recife (PE) andSalvador (BA). (3) • The participation and implementation of the DPPs has promoted increased know-howtoplandroughtmitigationandresponseactions.Waterandsanitation companies fromPEandCEhave improvedpermanentandsustainablemanage- mentcapacity inwhatwasdeclared tobeaparadigmshiftandamilestone in the historyof thepartners involved. (7) InNovember,2014,andJanuary,2015, they reported the absence of awater-volumemanagement culture prior to theDPP, withmanagement criteria previously being defined ad hoc by the currentman- ager and no specific operational protocols. They reported that internal decrees were on the way to institutionalizing drought preparednessmeasures. (8) The DPPs are, thus, have helped the culture of these institutions shift away from crisis to riskmanagement.Thewater agencies that started the successful imple- mentation of the DPP decided to hire a consultant to develop other DPPs to improvemanagement of other reservoirs inCeara´. (9) • InFebruary2015, theGovernmentofCeara´State includeddroughtpreparedness measures and the DM in the “Living with Drought” State Plan and presented thesemeasures in high level meetings led by the Governor of Ceara´ with the presence of thePresident of theRepublic,Ministries, and severalGovernors of theNortheast. (10) • The rain-fed agricultureDPPdeveloped inPiquet-Carneiro, a smallMunicipal- ity inCeara´, has been approved at theState level as amodel to followbyother Municipalities across the state and the region, and to feed into theStatePlan, as announcedbytheGovernorofCeara´ inPiquet-CarneiroonJuly31st,2015. (11) 17.5.3 MappingKey-Outcomes The WBI pilots developed a useful dissemination resource tool to highlight key-outcomes through organizing and displaying the outcomes in maps that can bepresented in a timeline format, such as presented in theFig. 17.4.9 9The outcomes can also be organized in a map that presents these and other theory of change elements, such as activities and inputs, aswell as in other visual arrangements.
