When looking at themapbelow, and reading the abovefindings, it is important to take intoaccount that theprocess facilitatedbytheDroughtNLTAisstill recent. Theactivities started inmid-2013,and thefirstconveningworkshops todiscuss the DMand theDPP started in January, 2014. The process was fostered by the WB with strong voluntary adhesion of the partners. The relatively young nature of the programmeans that longer-term out- comes influenceddirectly or indirectly by theprogramareyet to crystalize,which explains thatmanyof themilestones(outcomes)abovereportedareconcentrated in the early andmid-termstages of the process. The outcomemap below (Fig. 17.4) shows the key-outcomes, collected along theyearsof2014and2015 throughreviewofdocumentsand interviewsconducted inNovember 2014 and January 2015with theDroughtNLTA teamand partners. Outcomeswill be againharvestedand then substantiated (i.e., confirmedwithkey, knowledgeable informants) in early 2016. 17.6 DroughtNLTAImplementationLessons:Program DesignandPM&EApproach 17.6.1 DroughtNLTAMethodologyStrengths andChallengesAssessment Alongwith the harvesting of outcomes, a strengths and challenges assessment of the Drought NLTA methodology was conducted between November 2014 and January2015, seeking to informfuture similar collaborationsaround related topics (e.g., climate change resilience, drought preparedness or other complex issues regarding the influenceof policy/institutional changes). Individualorgroup interviews(up to threepeople), inpersonorviaSkype,were conductedwith key-partners involved in theDPPs and theDM. Essentially, they were asked to inform what had changed (in their practices, policies, behavior, knowledge, and institutions) since they started participating on the Drought NLTAactivities andwhatwere the key-strengths and challenges of the processes. The results are summarizedbelow. 17.6.2 Challenges in theDroughtNLTAProcess Resistance was reported as challenge in the beginning of the program. The past effortsondroughtmanagement inBrazil haveproven largelyunsuccessful, sonew initiatives are always looked uponwith incredulity.
