M&E approaches that meet those requirements. For example, monitoring the
integration of adaptation into planning processes does not require complex statis-
tical analysis. Rather, a qualitative or quantitative approach focusing on the plan-
ning processes and involving stakeholders seemsmore suitable. It could take the
formofinterviewswithkeyinformantsorofasetof indicators illustratingprogress.
Thisexampledemonstrates that there is still avarietyofpossibleM&Eapproaches
even for the same specificM&Epurpose. Therefore, theAdaptationM&ENavi-
gatordoesnot leadusers totheoneandonlyM&Eapproach,butratherdirects them
toashort listof relevantM&Eapproaches. Indeed, theAdaptationM&ENavigator
helps to filter among the many existingM&E approaches those that seemmost
relevant for a givenpurpose.
TheM&Eapproacheswhichareassociatedwith the samespecificpurposeeach
constitute a very distinctive way of assessment, e.g. assessing improvements in
resiliencethrougheitherasetofhighlevelnational indicatorsor throughhousehold
levelquestionsaspartofacensus (Welleetal. 2014).EveryM&Eapproachcan in
turn be implemented in a variety of ways. For example, the exact interview pro-
cedures, number and compositionof interviewees of theM&Eapproach “Qualita-
tiveassessmentbasedoninterviews”canvarygreatly. Infact, thefinalM&Edesign
is typically tailored to the specific context, as demonstrated by theM&Emethod-
ology of the United Kingdom’s capacity building support to help implement
Ethiopia’s Climate-Resilient Green Economy Strategy described in Adler et al.
(2015). TheAdaptationM&ENavigator is supporting decisionmakers and their
technical advisors to identify a suitableM&Eapproachwhich can thenbe tailored
to theparticular context.
18.4 SupportingtheSelectionofaSuitableM&EApproach
The suitability or appropriateness of a particular M&E approach can only be
determined in light of the specific context of application. The AdaptationM&E
Navigator includesfive criteriawhich are useful to consider:
1. Themain intentionorgeneralpurpose theM&Eapproach ismainlycatering to,
i.e. learning,management or accountability
2. A focus onprocess or outcome-orientation
3. Thedegree of complexity of implementing theM&Eapproach
4. Thedegree of subjectivity of theM&Efindings
5. The level of available experience in applying theM&Eapproach
A detailed description of each criterion and its relevance is provided in
Table18.1.Criteria3–5are ratedona5point scale (low, lowtomedium,medium,
mediumtohigh,high).TheM&Eapproachesare rated relative toeachother, i.e. if
oneisrelativelymorecomplextocarryoutor leadstomoresubjectivefindingsthan
anotherM&Eapproach.
