18.5 Using theAdaptationM&ENavigator
The Adaptation M&E Navigator is available as online tool on www.
AdaptationCommunity.net under “Monitoring & Evaluation”. Since early 2013,
the knowledge portal AdaptationCommunity.net provides introductions to key
topics, examples frompractice,webinar recordings andpublications on four focal
topics includingclimate information, vulnerability assessment,mainstreamingand
NationalAdaptationPlanning aswell asmonitoring and evaluation. It is operated
by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH), the

(UNFCCC2013).TheNAPprocesscansubsequentlybemonitoredon
whether these functions are fulfilled in a given country.TheLEGhas
developeda tool for this purpose (“PEGtool”)whichdefinesexpected
outcomes and a list of specificquestions for each essential function
TheStocktakingforNationalAdaptationPlanning(SNAP)toolbyGIZ
(2014) defines seven success factors for theNAPprocess.Countries
can assess their current and intended future level on these success
factors. Progress over timecanbe illustrated in a radar chart (seeGIZ
2014)
