Chapter4 Pathway to Impact:Supporting andEvaluatingEnablingEnvironments forResearch forDevelopment TonyaSchuetz,WiebkeF€orch,PhilipThornton, and IoannisVasileiou Abstract The chapter presents a research for development program’s shift froma LogframeApproach to an outcome and results-basedmanagement orientedMoni- toring, Evaluation andLearning (MEL) system.TheCGIARResearch Programon Climate Change, Agriculture and Food Security (CCAFS) is designing an impact pathway-basedMELsystem that combines classic indicators of process in research with innovative indicators of change.Wehavedeveloped amethodology for evalu- atingwithour stakeholders factors thatenableor inhibitprogress towardsbehavioral outcomes in our sites and regions. Our impact pathways represent our best under- standing of howengagement can bridge the gap between research outputs and out- comes indevelopment.Ourstrategies forenablingchange includeastrongemphasis onpartnerships, social learning,gendermainstreaming,capacitybuilding, innovative communication andMELthat focusesonprogress towardsoutcomes. It presents theapproach to theoryofchange, impactpathwaysand results-based managementmonitoring, evaluationand learning system.Our results highlight the importance of engaging users of our research in the development of Impact Pathways and continuously throughout the life of the program.
