In addition to thefive criteria, theAdaptationM&ENavigator provides further details for everyM&Eapproach according to a template illustrated inTables 18.3 and 18.4. The template provides information on the required human andfinancial resources to implement anM&Eapproach aswell as on benefits and limitations. Table 18.1 (continued) Criterion Description Relevance Complexity of implementation The relative complexity of anM&E approach compared toothers. Low complexity indicates that anM&E approachisrelativelystraightforward to understand. For example, asking beneficiaries about their perceptions is an intuitively understoodM&E procedurewhereas the details of assessing avoided economic costs are more complex Thedegreeof complexityprovides a rough indication of the ease of applying anM&Eapproach andof the resourcesneeded(know-howand financial resources) Lowcomplexity does notmean that approaches canbe easily implemented.Qualitative assess- ments also require relevant expertise tobecarriedout inarigorousmanner Subjectivity of resulting information The relative subjectivity of the resultingM&Efindings, i.e. the extent towhichtheycanbeinfluenced by those involved in theM&Epro- cess. For example,M&Eapproaches basedon surveyingbeneficiarieswill bemore subjective than impact eval- uations basedonquasi experimental designs It is important to reflect how the M&Eprocess can influence the M&Efindings andhow this reso- nateswith thepurpose and intended useof theM&Eresults Subjectivity does notmean less valuable information. In fact, the viewsof beneficiaries or key infor- mantsmaybe exactly the typeof informationneeded. Moreover, quantitative approaches cannot be equatedwith objectivity.Whilst indicator valuesmaybeobjective, the choice ofwhich indictors are included andhow they are defined maynot be entirely objective Application experience to date Available experience to date in applying aparticularM&Eapproach to climate change adaptation. Some approaches like theoryof changeor those used for impact evaluations havebeenwidelyused inotherfields, but this criterion focuses on the availableexperienceinapplyingthem specifically to adaptation to climate change Available experience influences the cost anduncertainty of applying a particularM&Eapproach 18 TheAdaptationM&ENavigator:ADecisionSupportTool for the. . . 333
