Toassess thedevelopmentofmainstreamingcapacityof lineministries
executing theGovernment ofEthiopia’sClimate-ResilientGreen
Economy (CRGE) strategy aparticipatory self-assessment approach
wasdesigned (Adler et al. 2015).Anassessmentmatrixcovering three
aspects ofmainstreaming (planning, staff awareness and skills aswell
as safeguards and equity) provides the scoring criteria.Aqualified
assessor and the interviewees jointly agree on the score for each
component basedon the assessmentmatrix
IIED’sTrackingAdaptation andMeasuringDevelopment (TAMD)
framework suggests indicators for climate riskmanagement (track1)
and for adaptation anddevelopment performance (track2) basedona
theoryofchange.Anumberofgeneric indicators for track1havebeen
defined andcanbe assessed through scorecards (Brooks et al. 2014)

Background:TheNationalAdaptationPlan (NAP)processwasestablishedby theparties to the
UNFCCCtoreducevulnerabilityandintegrateadaptationintopoliciesandplanningprocessesat
all levels (UNFCCC2011).The initial guidelines for the formulationofNAPs state that least
developedcountryparties should “provide information in their national communications on the
progressmade and the effectiveness of the national adaptation planprocess.” (UNFCCC2011,
p. 86)
