AaronZazueta is a social anthropologist andwas until recently theChief Evalu-
ationOfficer and the team leader on impact evaluation for theGEF.He joined the
GEFin2002andwas responsible for theGEFAnnualPerformanceReport.Hehas
carried out evaluations on internationalwaters, climate change andbiodiversity in
EastandSoutheastAsia,EasternEurope,AfricaandLatinAmerica.Prior tojoining
the GEF, he was part of the team that evaluated theWorld Bank’s 1991 Forest
Policy and the application of the Bank’s Indigenous People’s Safeguards and
conducted project evaluations for theWorld Bank. Hewas also the lead advisor
for the Inter-American Development Bank Strategy for Citizen Participation.
Between 1990 and 1996, he was Regional Director for Latin America at the
World Resources Institute, where heworkedwith governments, NGOs and com-
munity groups on the formulation of environmental policies inLatinAmerica.He
also served as a strategic and policy advisor to several governments in Latin
America.His previous publications are on issues related to environmental policy,
citizen participation and sustainable development.Heholds aPh.D inAnthropol-
ogy from theUniversity ofCalifornia.
Robert Zougmore´ is an agronomist and soil scientist with a PhD in Production
Ecology & Resources Conservation, University of Wageningen. He is based at
ICRISAT Bamako where he currently leads the CGIAR research program on
climate change, agriculture and food security (CCAFS) inWestAfrica. Hiswork
focuses on the development of climate-smart agriculture technologies, practices,
institutionsandpolicies forbetter climate riskmanagement inWestAfrica.Before
joining CCAFS, he was a senior staff within the Sahara & Sahel Observatory
(Tunisia) where he was focused on: (1) Desertification, land Degradation and
Drought (DLDD) includingenvironmental surveillance,monitoringandevaluation
of DLDD, drought early warning, etc.; (2) climate change adaptation in Africa
(analyzing adaptation strategies of vulnerable populations in arid and semi-arid
zones, etc.). He has published more than 50 papers and book chapters on soil
erosion, integratedsoil,waterandnutrientmanagementoptionsandtheireconomic
benefits, and climate change.
