SmartCities canbeconsideredas anewparadigmor a concept that is emergingall
over theworldasanecessaryandunavoidable response to theconstanturbanpopulation
growth and associated technical,material, social, andorganizational problems, in order
to improve the quality of life of their citizens, and to provide amore economic com-
petitive, sustainable and livable city.The recentdevelopmentof important technologies,
such as lowpowerminiature sensingdevices, high-speedwireless andwired communi-
cationnetworks, andhigh-performancecomputing systems, enables the creationofnew
possibilities andcapabilities, fostering theopportunities for smart city realizations.
Intelligent solutions to the referredproblems, intended tocontrolpervasivecomput-
ing systems, such as citizen-aware intelligent environments,will help and contribute to
theconstructionofa sustainable smart city, providingvalue-added, intelligent, adaptive,
context-aware, user-centric and sustainability services, with realizations such as smart
home/smart building, smart energy, smartmobility, smart parking, smart health or citi-
zenswell-being, that is, providing smart services intended tobemore efficient,with re-
duced resource consumption and promoting thewell-being and good quality of life of
their citizens,without neglecting the benefits of a citizen sensor.With the citizen as an
active andproactive actor of the Internet ofThings, reliable anddefinitive solutions for
problematics such asRoadSafety andVulnerableRoadUsers, among others, could fi-
nallyemerge.However, thesmartcityrealizationmeanseverythingshouldbeconsidered
in large scale, in real-time, dynamically, with uncertainty with restrictions, and adapt
to different objectives. Furthermore, the standard computational intelligence algorithms
maybe insufficientornot robust enough todealwith smart citybigdataanalytics.
The purpose of this workshop is to gather and present new and original research
towards citizen-centric solutionswithin the ambit of intelligent environments and smart
cities, capable of active context awareness, automatically changing their functioning in
response to discovered context, enabling thatway the improvement not only of city ef-
ficiencies, but also citizens quality of life. It also an opportunity to gather experts in
the area to exchange ideas and create collaboration opportunities between different re-
searchersand researchgroups.
This third edition of theWorkshoponCitizenCentric SmartCities Solutions (CC-
SCS’19)presents articles centeredaroundcitizencentric services.The themesproposed
for thisworkshop range from the proposition ofmethodologies for intelligent environ-
ments to the analysis of concrete problems such tourism, traffic, financial services or
