PopeFrancis supports inthestrongest terms inLaudato si’ theurgentneed for
resource responsibility, waste prevention (LS 22& 113), reuse, repairing and
recycling (LS 192& 211). AsArchbishop of BuenosAires he encouraged car-
toneros and recicladores in their recycling efforts, “becausewhat is leftover is
rich”.31Forhim,theproperdealingwithresourcesisalsodeeplyconnectedwith
theappreciationofhumanwork. Ingeneral, theexploitationofresourcesofour
commonhome “has exceeded unacceptable limits” (LS 11). Thus, we have to
overcome the culture of discarding in “wasteful cities” (LS 44). Francis vehe-
mentlycallsfor“lesswaste”(LS129)andaterminationofthethrowawayculture
violating thedignityofhumansandof the resourcesofourcommonhome.
3. TheStrategiesEfficiency-Consistency-Sufficiencyand
SustainableResourceUse
The strategies efficiency, consistency, and sufficiency as elements of a resource
ethics help to navigate the journey towards amore sustainable development
path.32Efficiencymeans to save resources andenergymainly through techno-
logical innovation. However, higher efficiency is not enough for sustainable
developmentbecauseofdirect and indirect reboundor“boomerangeffects”of
consumptionpatterns.Reboundeffects eatupefficiencygainsbymore (direct
rebound)andnew (indirect rebound) formsofconsumption.For instance, the
fuel efficiencyof cars increased in theUSby40percent from1980 to2011,but
fuelconsumptionpervehicle“remainedconstantsince1980duetomoredriving
andmore(andlarger)vehicles.”33Anexampleforanindirectreboundeffectisto
useefficiencygainsandrespectivemonetarysavings toswitch tonew formsof
