462 M.Haqueet al. Wewill achieve this throughapro-poor, climate resilient and low-carbondevel- opment, based on the four building blocks of theBaliAction Plan—adaptation to climate change, mitigation, technology transfer and adequate and timely flow of funds for investment, within a framework of food, energy, water and livelihoods security (BCCSAP2009,p.2). TheBCCSAPidentifies six thematic areasofworkwhere interventions to adapt andmitigateclimatechangearetobefocused:(1)foodsecurity,socialprotectionand health; (2)comprehensivedisastermanagement; (3) infrastructure; (4) researchand knowledgemanagement; (5)mitigation and low-carbon development; (6) capacity buildingandinstitutionalstrengthening.Thereare44programsidentifiedunderthese sixareas.AlthoughthereisnoholisticmentionofaddressingLossandDamageinthe way it isdefined in this chapter, thepillaronComprehensiveDisasterManagement lends some scope for synergies. Thedocument does identify a programme for risk management against lossof incomeandpropertyunder thecomprehensivedisaster management theme.Oneof the programsof theComprehensiveDisasterManage- ment theme is tomanage risk against loss of income and property. The objective of this program is “to put in place an effective insurance system for riskmanage- mentagainst lossof incomeandproperty”(BCCSAP2009).Theprogrampromotes workingwithNGOsand insurancecompanieson threeactionareas: 1. Deviseaneffectiveinsuranceschemeforlossesinpropertyduetoclimatechange impacts 2. Developaneffective insurance scheme for lossof incomefromvarious sources topersons,householdsandenterprises 3. Pilot the insurance schemes and if successful, establish insurance systems for lowering riskofadverse impactof climatechange (Ibid). Climate migration and displacement is an action area of the work plan of the Warsaw InternationalMechanism (WIM). TheBCCSAPmakes several references to migration, cautioning that displacement of millions of people, livelihoods and long-termhealthof thepopulationwill beaffectedunder theworst-case scenario. 19.3.4 GovernmentFunds toSupport theClimateChange StrategyandActionPlan(BCCSAP) TofundtheprojectsandactivitiesundertheBCCSAP,twofundswereestablishedby thegovernment in2010, theBangladeshClimateChangeTrustFund(BCCTF)from the government’s own resources and the Bangladesh Climate Change Resilience Fund (BCCRF) fromdonor fundingandmanagedby theWorldBank.
