468 M.Haqueet al. 19.4.1 Unpacking theWarsawInternationalMechanism onLossandDamage in theNationalContext ofBangladesh OnFebruary 16, 2016, theMoDMRhosted aworkshoponLoss andDamage sup- portedby theClimateandDevelopmentKnowledgeNetwork (CDKN),ActionAid Bangladesh,C3ERandNACOMinDhaka.Theeventwasprimarilytargetedtowards MoDMR staff and aimed at helping staff understand how national mechanism to addressLossandDamagecouldformpartofthedisasterriskreductionstrategy(Khan 2016).Theworkshopbrought together theministerofMoDMR,seniorbureaucrats, policymakers,fieldprofessionalsfromMoMDRalongwithcivilsociety,researchers and expertsworking onDRRand loss anddamage to start discussions onhow the WIMcan be translated at the national level. Theworkshop identified gaps, syner- giesandopportunities inaddressinglossesanddamageswithin theMoDMR’sDRR frameworkandthewayforwardonestablishinganationalmechanism.Highlightsof thediscussions includedStrengthening the assessments of key sectors impactedby climatedisastersbymodifyingcurrentdisaster assessmentsconductedbyMoDMR throughvariousscientific tools; Improvingcoordinationandmonitoringamongrel- evant institutionsandministries toaddressandaccount for lossanddamage;Estab- lishing a national coordination cell and a legal framework to implement climate inducedlossanddamagerelatedpolicies;Theneedforadequatefinancialsupport to conduct research,gatherandquantifydataonlossanddamage.Theworkshopwasa first step tobringonboardkeystakeholders tounderstandandagreeonestablishing anational system/mechanismtodealwithclimate induced lossesanddamages.The Ministry ofDisasterManagement andRelief has agreed to lead the process of the mechanismwith input and support from theMinistry ofEnvironment andForests, MinistryofLand,MinistryofWaterResources. 19.4.2 NationalConsultations Followingtheaforementionedworkshoponlossanddamage, foursubnationalcon- sultations took place in the Sylhet, Rangpur,Khulna andChittagong districtswith relevant stakeholders including the Deputy Commissioners of MoDMR of those regions inSeptember 2016 (Huqet al. 2016).These nationwide consultations took stock of the current practices to address losses and damages fromdisasters, possi- ble responseswhenclimatic events are intensifiedand the support needed from the nationalleveltoaidthelocalleveltorespondmoreeffectively.Sinceclimateimpacts areexperiencedat the local level, these regional consultationswereextremelyvalu- able ingathering the local level’s insight onhow themechanismshouldbedevised (Huqet al. 2016).Recommendations fromthe regional consultation included: • AneedforDRRresponseswithin theMoDMRtoincludeprotectionofassetsand livelihoodsof thoseaffectedbyclimaticdisasters;
