Following the regional consultations, anational consultation tookplace inOcto- ber2016,organised jointlybyCAREBangladeshandActionAidBangladeshwith keyMoDMR policymakers including the Director General of the Department of DisasterManagement inDhaka.Theconsultationpresentedthefindingsof thefield- levelconsultationsalongwithdiscussionsontakingthemechanismforward.Several areasof further researchemerged fromtheconsultationwhich look tobetterunder- standLossandDamagein thecountryandthe informationneededtobuildaholistic nationalmechanism.Thecentral recommendation that emerged fromthis consulta- tionwas that theGovernment ofBangladesh should consider setting up a national mechanismonLoss andDamage throughanew technical teamwith specific terms of references.Alsopresented at the consultationwas a scoping studywhicharticu- lated thedetails on theprocess of establishing anationalmechanismon losses and damages preparedbyActionAidBangladesh,CAREBangladesh, the International CentreforClimateChangeandDevelopmentandNatureConservationManagement. Thestudyincludedproposedfunctionsandactivitiesof thenationalmechanismand aninstitutionalstructurecomprisingofanationalsteeringcommitteeandatechnical workinggroup tooversee thedevelopmentof themechanism. 19.4.3 NationalSteeringCommitteeandTechnicalWorking Group The scoping study proposed to establish a national steering committee comprising of high level policymakers and relevant experts to oversee the development of the mechanism.Themandateof thesteeringcommitteewouldbetoformulatepositions for the UNFCCC negotiations on Loss and Damage, make decisions on national policy for Loss and Damage and oversee, approve and monitor the work of the technicalworkinggroup (Huqet al. 2016) (seeFig.19.7). Thescopingstudyalsorecommendsformingatechnicalworkinggroupcompris- ing of sector experts to conduct specific activities. The tasks of theworking group include: to provide technical guidance/recommendations to national steering com- mittee;toidentifythematicareasandactivitiesofthenationalmechanism;todevelop awork plan to implement the activities of the thematic areas identified; to recom- mendapanel of experts, approving theirworkplan andmonitoring and evaluating theof implementationworkplans.
