Like other researchers, Vlasenko (n.d) hasmentioned that open education offers students cost savings by not requiring themtospendmoneyand timeoncommuting. Inaddition,Openedu- cation offers freemovement and availability for students.A student can also learn whileworking; theyfit their learningprograms to their schedules,whichgives them moreincomeandstabilitywithout thefinancialstress thatcomeswiththetraditional learning (Gregson&Hatzipanagos,2015). 4.6 Conclusion The purpose of the current chapter was to introduce the Palestinian experience in usingopen education resources in both higher andpublic education, aswell as the challenges of developing this new paradigm. Educators in Palestine have defined open education resources as reusing learning objects in a different context in the learningprocessaswellasintheprofessionaldevelopmentprograms.Manynational initiativesonthelevelofuniversitiesandtheMinistryofEducationhavebeenadapted todevelopopeneducation resources suchasMOOCs, recording lectures andusing adigital repository touploadthesesandacademicpapers thatcanbefreelyaccessed bystudents, non-profitorganizationsand local communities. Despitedevelopments inOER, therearemanychallengesconfrontingopenedu- cation, including trust, source quality and lack of developer competencies. More effortsareneededinorderforPalestine tobeapartof theopeneducationworld,and especially to increase and enrich the content of open resources inArabic.Univer- sities andother higher education institutions shouldhave a clear vision andplan to developanduseOER.It isaculture issue that takesa longtimetoberesolved,since attitudes and practices are not easy to change unless the change is part of national policyand institutionalplans.
