Its national, European and international operationalization is an open field for implementation andregulation. Inaddition,all three representanurgentneedforactionbecause the initiativesremainineffectiveiftheydonotleadtothebestpossibleimplementations, whichpreventside-effectsandunintendedrisks, ina timelymanner [23]. The High-Level Expert Group on Artificial Intelligence by the European Com- mission is working on Ethics Guidelines for Trustworthy AI [32] and has the followingnormativefoundations: 1. “Develop, deploy and use AI systems in a way that adheres to the ethical principles of: respect for human autonomy, prevention of harm, fairness and explicability.
