Listofmonitoringparameters is theshortlistofdata formonitoringemissions to be collectedbyproject participants, the approved sources, anddefault values from IPCCorotherapprovedstandards thatare ready touse.Thesedefaultvaluescanbe applied in the standardized Microsoft Excel-based monitoring and calculation spreadsheets in eachmethodology. The set of spreadsheets is arguably themost valuable aspect of the JCMMRV for the project participants, as they clearly indicate the options of data collection method, default values, and formulas to calculate referenceemission, project emission, andemission reduction. Inaddition tothat,projectmonitoringteamisalsodescribedinthesamespreadsheet.Thebasic requirements such as continuity of operation, production year, and availability of data are assumedasgiven, resulting inbrief andeasy-to-readdocuments.Byusing these sheets, project participants do not need to spend much time to justify the calculation formula andways to acquire requireddata. In the long run, quality ofmethodologyand its developmentprocess need tobe consistentbetweencountriesand improve inclusionof localprogramsorstandards. It is also important to designmore generalmethodologies to increase their appli- cability tosimilarprojects.Forexample,asopposedtodevelopingmethodologyfor a specific ‘air conditionerswith inverters to public sector building’ (VN_AM002), themethodologycouldbedeveloped forair conditionerswith inverters toanykind of building. 7.4.3 ProcessingTime Strengthenedmethodand time-efficient approvalprocesswill improve theefficacy of JCMMRV. So far approval process are being implemented in an efficient manner. Approving proposed methodologies take from 18 to 384 days with an averageofonly107days from the timeofmethodologyproposed.Similar trend is observed in project registration process, which generally takes less than amonth with anaverageof10days.15These effectiveprocessesbenefit fromclose cooper- ation between Japanese and partner countries government, supporting agencies, projectparticipants,andtheJCMbudgetallocatedfor implementationsupport.This could be expected to continue in the long run, as long as institutional support and commitment from the involved countries at least remain. As the number of JCMprojects continue to increase, however, itmay become more challenging to maintain such speed. Thus methodology reviewers such as JCM secretariat and the general public need to ensure time efficiency does not overrule quality.Capacity building, technical assistance, and resources are impor- tant factors in this aspect. 15Ibid. 120 A.Amellina
