In this sense, the Public Administrations collect artificial intelligence for the personalization of services based on the analysis of citizens' data and the behavior of other users. In any case, the provision of 4.0 services has a greater challenge than the big data techniques imply, and consists of its own internal organization, given that the bureaucratic, practically structural rigidities make the existence of a dynamic and asymmetric organization very difficult. B.- Automated administrative actions With the required caution we must admit the automated administrative action in the provision of public services in a digital environment. For obvious reasons it will be necessary to conclude that this automated action will be residual, reserved for those simple acts that do not require weighting [13]. There are four characteristics that emerge from this legal definition: a.- Objectively, the automated action includes any activity in a broad sense, extreme reminiscent of the concept of administrative act coined by Guido ZANOBINI when referring to any declaration of will, desire, knowledge or judgment [14]. b.- Subjectively, this action should emanate from a Public Administration, and should bring to this point the concept of Public Administration that defines the LPAC in its art. 2.3: the General State Administration, the Administrations of the Autonomous Communities, the Entities that make up the Local Administration, as well as public bodies and public law entities linked or dependent on Public Administrations. c.- Formally, this action must be included in the framework of an administrative procedure, an extreme that does not offer greater difficulty because there is no administrative action that is not performed outside of a procedure. d.- As an additional formal requirement, as automated, it is required that the administrative action be carried out entirely by electronic means, in the sense that the intervention of a public employee is not direct. In this sense the automated administrative action supposes a previous work of organization of the procedure in magnetic support, for which it becomes inexcusable the elaboration of models of documents with windows or dialog boxes that allow an action in a sense or in the opposite in function of the information that is contributed to a certain questionnaire. Obviously in the preparation of the computerized action must intervene inexcusably the human factor, although its intervention is limited to the design and management of the computer application.
