Fig.17.12 FloodResilienceSystemsFramework (FLORES)—asimplifiedview strategic questions about improving flood resilience in the Rimac river valley in Peru.FLORESenablesusers tovisualise thiscomplexity tostart to learnabouthow thesystembehaves, thushelpingtounwrapthe layersofcomplexityassociatedwith community-level resilience. Themain purpose of themodel has been to explore themedium to long-term dynamicsof risk andoptions for riskmanagement (that is to say: potential hazards and conditions of vulnerability and capacities) of the vulnerable communitieswith respect to hazardous events (here: huaycos and floods in the RimacValley). This perspectivehasbeen fundamentallyunderlying thedevelopmentofamorecompre- hensiveresilienceframeworkanddynamicmodelforunderstandingtherelationships. The frameworkhasbeendiscussedand further co-generatedwith local experts and stakeholders in the Rimac basin in Peru in aworkshop setting (see Box 17.2 and Fig.17.12). In the caseof theRimacValley river basin system, communitymembers voiced demand for information that helps to understand how trends in El Nino patterns, climatechange, economicdevelopmentandmigrationinteractwithlanduse, building (new settlements) and transportation in hazard zones and disaster risk reduction activitiesovera timehorizonof20–50years.Thismeansdifferentscenariosneedto bedeveloped to seehowthe systemwill evolveunderdifferent policychoices. The systemdynamicsmodelling developed ismeant to support interactive simulations
