19 TowardsEstablishingaNationalMechanism… 463 TheBangladeshClimateChangeTrust Climatechangework in thegovernment, fallsunder the jurisdictionof theMinistry of Environment and Forests (MOEF). TheClimateChangeUnit (CCU) under the MoEFcoordinatesandfacilitatestheimplementationoftheBCCSAPundertheover- allguidanceof theNationalEnvironmentCommitteechairedby thePrimeMinister andtheNationalSteeringCommitteeonClimateChange(Shamsuddohaetal.2013). TheCCU’smain objective is to use the trust fund, providemanagement, adminis- trative andmonitoring support to the trustee board and its technical committee. In 2010,thegovernmentenactedtheClimateChangeTrustActtoconductthefunctions of theBCCTF according to theBangladeshClimateChangeTrustAnnual Report 2014–2015. The Bangladesh Climate Change Trust (BCCT) and its functions are governedbya17-memberTrusteeBoardwhichis thehighestdecision-makingbody for theFund. Itcomprisesof theministerofMinistryofEnvironmentandForestsas thechairand16othermembersincluding10ministers/stateministers,cabinetsecre- tary,governorofthecentral,financesecretary,memberofPlanningCommissionand two experts appointed by the government. The secretary,Ministry ofEnvironment andForests, actsas theboard’smember-secretary (Ibid).Toassist the trusteeboard, thereisatechnicalcommitteeheadedbytheSecretary,MinistryofEnvironmentand Forests. It committeecomprises thirteenmembers includingexperts/representatives from the PlanningCommission, Department of Environment, Department of For- est, andCentre for Environmental andGeographic Information Services (CEGIS) andsocialorganisations/NGOsworkingonclimatechange.Thetechnicalcommittee provides recommendations to the trustee board on the different projects submitted for approval. According to the 2014-105Annual Report of the Bangladesh Climate Change Trust, specificfunctionsof theBCCTincludeoverallmanagementof the trust fund; to provide administrative support to the trustee board and the technical committee; to send project proposals to the technical committee (after preliminary screening) and to place the proposals to the trustee board after the recommendation from the technicalcommittee; implementingthedecisionofthetrusteeboard;andmonitoring andevaluationofprojects. TheBangladeshClimateChangeTrustFund (BCCTF) TheTrust Fund created in fiscal year 2009–10 specifically funds the 44 programs specifiedunderthesixthematicareasofBCCSAP.66%ofthefundingfromthetrust fund isutilised in theprojects and34%isheld in reserve inafixeddeposit account (Ibid).About77%ofallclimatefinanceprojectsinBangladesharefinancedfromthe domestic budget (Faruque andKhan2013).TheGovernment ofBangladeshhas to date allocatedBDT3100crore (US$400million approximately) toBCCTFduring the last eightfiscalyears (Table19.1).
