19.5 Conclusions
Thischapterhighlighted thecaseofBangladesh,ahighlyvulnerablecountry facing
significant lossesanddamages,whichisputtingitsdomesticresourcesandexpertise
together torespondinawaythat looksaheadandbeyondtheconventionalresponses
to climate change. The actions taken to establish a nationalmechanism to address
losses anddamages builds upon existing institutions,mechanisms and frameworks
and isanexampleofcollaborationacrossministries, departmentsandabreakaway
fromworkinginsilos.Workingtowardsaholisticmechanismembodiesasystematic
approachtounderstandingthedifferentperspectivesofrelevantstakeholders,where
thegapslieandcraftingasystemtoaddressthegapsforastrongerresponsetolossand
damage fromclimate impacts. The coordination of thework through theMinistry
of DisasterManagement andRelief (MoDMR) andMinistry of Environment and
Forests (MoEF) signify that the issue of climate change has broader acceptance
and recognition among policymakers in theBangladesh. Recognising that climate
change isnot just anenvironmental issue,but it has implicationson theworkof the
disaster community,MoDMR’s activities described above signifies an acceptance
