25,000 projects financed,with 70%support to universities and 30% to businesses,
withtheICTsectorasthegreatestbeneficiary, inadditiontohowICTalsoappearsin
ancillaryforminotherspheressuchasHealth,Energy,orTransportation.Analysing
more deeply, the numbers express afiner reading about knowledge transfer (Euro-
pean Commission, 2015, 2016). This programme produced 197,951 publications,
including themandatoryscientificreportsperproject (deliverables), andevidencing
a significant variation: anywhere between 1 and 1,412 reports fromone project to
another. Therewere also 1,700 requestsmade for patents,with companies owning
50%of them.Sadly, there isno trackingoffiling registrationor resolution todeter-
mine their progress. Similarly, 7,400 commodification designsweremade, which
arenevermonitoredby thefinancingagent. Fromascientificpoint of view,50,000
researcherswere registered inasystemthat identifies research(RTDtype)asevery-
thing that isnotmanagement (MGT). Included in thenon-MGTcategoriesare soft-
waredevelopment,productmaintenance,publication, etc.,without it allnecessarily
being scientific. Lastly, 10,000 doctoral studentswere registered and 1,480 theses
(14.8%)werepresented for review.
Thesedata showawidecapacity forgenerating interest inuniversities, generous
fundingofprojectsandpartners,andconcordantscientificproduction.However, the
conversion does not support this.Neither the number of theses, nor the number of
patents registered, nor thenumberof commodificationplans, etc., permits accurate
