Vienna, April 22, 1917, lawyer specializing in administrative law. 1886 Minister of Trade, 1893 Minister of Internal Affairs, 1895-1898 governor of the province of Styria, 1908-1917 President of the Administrative Court; promoted the nationalization and extension of the Austrian railway network, improved public transport in Vienna (city rail) and advanced shipping (regulated inland waterways like the Danube Canal and the River Wien).
