Apprenticeship in lathe-operating and tool-making before graduating from the School of Social Work and the Faculty of Law in Vienna; at the Chamber of Labour in Vienna from 1962, from 1985 Deputy General Manager of the Austrian Social Insurance Institution, Minister of Social Affairs from 1989-1990, since 1991 general manager of the Association of Austrian Social Insurance Institutions, since 1992 on the board of the International Social Security Association (ISSA) (Internationale Vereinigung fuer Soziale Sicherheit IVSS).
