Goëss, Leopold Graf#
b. Graz (Styria), Oct. 28, 1848, d. Ebenthal (Carinthia), July 22, 1922, administrative lawyer and civil servant; brother of Count Zeno Vinzenz Goëss, cousin of Count Anton Goëss. President of Bukovina 1893-97, stadtholder of Trieste and the Coast 1897-1904, where he promoted industrial development but failed in his attempts to counteract nationalist tendencies. Member of the Herrenhaus in 1904. After World War I rendered important services in connection with the Carinthian Referendum.
