Hagenbach-Bischoffsches Verfahren#
Hagenbach-Bischoff Procedure, system governing the allocation of seats in representative bodies with proportional representation (parliament, municipal councils etc.); developed by the Swiss mathematician and physicist Eduard Hagenbach-Bischoff (1833-1910). The system is used in the Austrian Nationalrat in the first allocation procedure while the D'Hondt Procedure is used in the second.
