Hoegel, Hugo#
b. Vienna, Oct. 21, 1854, d. Vienna, Feb. 9, 1921, law scholar, professor at the Consular Academy, later worked as highest prosecution officer at the Supreme Court. Dealt with questions of criminal law and the penal system, often going against the ideas of the time; played a role in establishing the system of criminal records and in drafting new criminal laws (1908).
