b. Innsbruck (Tyrol), May 16, 1705, d. Innsbruck, Aug. 8, 1779, chancellor of Tyrol. From 1724 civil servant and administrative official in Swabian Austria, in 1740 called for pragmatic sanctions in his polemic pamphlets, acquired the confidence of Maria Theresia; 1759 appointed chancellor of Tyrol and to the "Secret Council". From 1774 called for the unconditional abolition of torture.
