Judges, Lay: The constitutional law provides for the participation of Jurors and lay judges, who have no legal qualifications, in criminal proceedings. They are chosen from electoral registers by means of random sampling. Lay judges in case of proceedings in juvenile courts must be teachers or educators. Every citizen with a clean criminal record from the age of 25 to 65 years is obliged to act as an unpaid lay judge. If this obligation constitutes an excessive burden, the law provides for an exemption.
