OSCE, Organisation for Security and Cooperation In Europe, established in 1995, developed out of the CSCE. a forum for dialogue between all European states as well as the United States and Canada (in 1992 the Federal Republic of Yugoslavia was suspended). Main objectives: preventive diplomacy, normalisation after conflicts, human rights, election supervision, arms control and cooperation in the fields of economy, technology and environment. Regular OSCE follow-up conferences (OSCE summits, Council of Ministers meetings, meetings of the Permanent Council) are held in furtherance of these goals, as well as missions to former and current crisis areas (10 missions carried out in 1997). The Secretariate General is headquartered in Vienna. The former Federal Chancellor F. Vranitzky was OSCE special envoy to Albania in 1997.
