b. Moedling (Lower Austria), May 12, 1875, d. Vienna, March 27, 1939, studied law. freight forwarder, Pan-German politician. As vice-chairman of the Bund der Deutschen (League of Germans) in Lower Austria, H. S. was 1911-1918 a member of the Reichsrat, 1918-1919 member of the Provisional National Assembly, 1919-1920 member of the Constituent National Assembly, 1920-1934 member of the Nationalrat; 1923-1929 Minister of Commerce and 1930-1932 Minister of Justice, 1930 Head of the Pan-German People's Party (Grossdeutsche Volkspartei); 1918 member of the Provisional Lower Austrian Parliament, until 1921 member of the Lower Austrian Landtag; 1929/1930 and 1932 mayor of Moedling.
