CSCE, Conference on Security and Cooperation In Europe, established on August 1, 1975 with the signing of the Helsinki Final Act (also called the Helsinki Accords), renamed Organisation for Security and Cooperation in Europe (OSCE) in 1995, a forum for dialogue between all European states as well as the United States and Canada (53 states in 1993), since 1992 a regional institution of the UN; Secretariate General in Vienna since 1993. During the Cold War, the CSCE contributed to a reduction of international tension, with Austria, as a neutral country, playing a significant role. Main objectives were European security, cooperation in the areas of economy, technology, environment, and human rights, regular CSCE follow-up conferences.
