Elderly, sick and disabled people, legal provisions governing care and attendance of: Based on an agreement between the federal and provincial governments on common action for persons in need of care, the respective legal provisions have been thoroughly modified by a federal act (Bundespflegegesetz, BGBl 1993/110 of September 1, 1993) and several provincial acts. A uniform system of nursing allowances was created, which replaces former payments, such as allowances for destitute persons, and which is to cover part of the additional expenses arising from payment of such allowances. All disabled persons and those in need of care are entitled to this nursing allowance, which is scaled according to the need for care, independently of the cause and type of the disability (mental, physical or emotional).
