36 Aus dem Protokoll der Kommissionssitzung geht hervor, dass sich die österreichischen Mitglie-
der der Kommission für dieses Modell starkmachten. Fast im selben Wortlaut heißt es hier: „The
Austrian members of the Commission, having met between the last meeting and the present, had
examined the requests which had been sent in by the various universities of Austria for teachers
and research scholars and submitted their recommendations for fourteen positions. Their draft
emphasized the fact that Austrian professors are never solely instructors or research scholars, but
combine both functions. It was, therefore, recommended that the research and lecture groups be
kept to a total of fourteen rather than seven nominees who would be only lectures and seven who
would be only researcher scholars […].“
37 Abgesehen davon, dass nun 18 Positionen anstatt 14 ausgeschrieben waren (USEC/A, Annual Pro-
gram Proposal 1952, 4), gleichen sich die Proposals für die Studienjahre 1951/52 und 1952/53 wei-
testgehend. Dies ist sicherlich auf den Umstand zurückzuführen, dass man aufgrund der knappen
Zeit die beiden Programmjahre parallel plante, wie vermerkt wurde: „Since the Fulbright Program
is not yet actually operating in Austria and the facts on which the Commission’s 1951–52 Program
Proposal is based have not substantially changed, the Program Proposal for the academic year of
1952–53 in many respects agrees with that for 1951–52.“ (Ebd., 0.)

39 „The Salzburg Seminar in American Studies is a private organization which conducts several spe-
cialized sessions each year in special aspects of American civilization and culture. These sessions
give scholars from a number of European countries the opportunity to work with an American
faculty for a period of 4–6 weeks. Within this project it is proposed that 5 scholarships be awarded
to Austrian nationals to take part in the Salzburg Seminar.“ (USEC/A, Annual Program Proposal

these attitudes and motives that the Department and the Board of Foreign Scholarships submit
certain points for review and such revision as the Commission finds appropriate. The Commission,

anschlagt: „11. Physical Chemistry (Alternative: Mathematics; X-Ray Analysis of Crystalline Struc-
tures), 12. Metallurgy), [and 13. Fluid Mechanics (Fluid Statics and Kinematics of Liquid Flow;
Applied Hydraulics) (Alternative: Gas Turbines; Ultra High Frequency Radio Telephony). All of
these fields present an excellent opportunity for American experts to contact outstanding engineers,
physicists, and chemists of whom there are several Nobel Prize winners.“ (USEC/A, Annual Pro-
gram Proposal 1951, 6f) Welche Nobelpreisträger hier gemeint sein können, bleibt unklar; Erwin
Schrödinger kam jedenfalls erst 1956 wieder nach Österreich (Reiter/Schurawitzki 2005, 244).
49 Allerdings merkte das Department of State in seiner Kritik an: „The first paragraph under the sec-
tion headed ‚Research Scholars‘ is somewhat ambiguous. While it is appropriate for grantees in
this category to give lectures in host institutions or elsewhere on entirely voluntary basis as their
research permits, it is felt that the limitation against assignment of specific academic duties should
